"who's fault is it?"

who is to balme for the pain that happens between people? who is at fault?

the most imediate answer would seam to be blame the person who "commited the act", "commited the crime". however, this mode ignores the reasons for a persons actions. how were they raised? what beleifs permiated their society? what taboos or freedoms affect their brain?
